Orientations 2019 relatives à la politique d’accueil et d’intégration des étrangers en France

Le 18 mars 2019 a été présenté le parcours d’intégration républicaine rénové. Pas de changement radical du dispositif CIR (Contrat personnalisé d’Intégration Républicaine) et de sa philosophie.

3 points à retenir :

  • Mise en place d’un volet insertion professionnelle, en association avec les structures du service public de l’emploi,
  • Augmentation des lignes budgétaires (40% de budget en plus sur bop 104) pour doublement du nombre d’heures de formation linguistique avec 6 nouveaux parcours linguistique proposés par l’OFI dès mars 2019
  • Une source d’inquiétude : risque de basculement d’une obligation de moyen à une obligation de résultat sur le volet apprentissage du français : mise en place d’une certification standardisée permettant d’évaluer le niveau de langue de l’étranger.

Extrait d’articles de la loi du 10 septembre 2018 (dite loi Collomb)

Le public des actions linguistiques de centres sociaux n’étant toujours pas majoritairement des personnes signataires d’un CIR, le conseil d’administration souhaite se rapprocher de la nouvelle directrice nommée à la DDCS pour :
– Permettre aux centres sociaux d’intégrer les nouvelles instances relatives aux questions d’intégration qui s’installent dans les préfectures départementales et régionales.
– Poursuivre les démarches de négociation sur BOP 104 (pour accueillir un pourcentage de public non CIR, poursuite mobilisation nationale « le français pour tous »…)
– Proposer aux acteurs des centres un temps d’information et d’échange respectifs sur les stratégiques individuelles et collectives conduites ou à conduire.
