Face à la transition numérique qui bouleverse la société, les centres sociaux de France sont requestionnés dans leurs rapports aux habitants, aux territoires, à leur projet, et initient de nouvelles réponses dans la diversité des contextes ruraux ou urbains. C’est le cas particulièrement en Nord Pas-de-Calais à travers l’expérimentation Centres Sociaux Connectés, initiée depuis 2017 sur la Métropole Lilloise. Celle-ci a été fortement accélératrice de changements dans les projets menés et leur impact auprès des habitants.
Une université d’été co-organisée par la Fédération Nord Pas-de-Calais et la Fédération des centres sociaux et socioculturels de France, le 2 juillet 2019 à Lille a regroupé 250 habitants, professionnels des centres sociaux et partenaires. Elle a permis de faire le point sur plusieurs questions : quels sont les enjeux pour les habitants ? ; quels rôles les centres sociaux peuvent-ils jouer ? ; comment faire de cette transition non pas d’abord un risque, mais un levier d’émancipation, de développement des personnes, des groupes et des territoires ?
Cette publication, qui capitalise les travaux de cette journée, se veut un document ressources à destination des acteurs bénévoles et professionnels des centres sociaux de France et leurs partenaires locaux. Elle fournit quelques points de repères pour agir dans une perspective de soutien au développement du pouvoir d’agir des habitants autour de ce défi numérique. Elle est enfin un point d’appui utile alors qu’un chantier national numérique a été lancé dans le réseau (plus d’infos sur le chantier ici).
